Is Microsoft Visual Studio required to be able to develop a site using DNN?

That depends on what you mean by "Develop a Site".  If you are talking install DNN and get it running, add modules, etc, then no, you don't need VS.Net (just IIS, .Net, and SQL/Other DB).  It you are wanting to make changes to DNN or write modules for DNN VS.Net is required/desired (not sure about other IDE's so I don't want to be presumptuous).
