If you have e.g. Visual Web Developer you can edit the aspx as well.

You can do this even with Notepad.

This skin does not have an HTML version, only the ascx files are in the skin pack. 

You can edit the ascx sources just like HTML files using a text editor.  The main differance is that there are special commands embeded the top and inline that control the behavior of the DNN skin objects. For the most part you won't be modifying those lines anyway so just make any changes you need and reupload the file to your server.

If you don't know anything about how skin files work, you should take the time to read up on them before modifying these or any other files.
