How can you create multiple static root menu items in DNN like the below image?

Well typically you use the dynamic horizontal or vertical menu that is part of DNN and adjust the style as needed. I am asking how I can create a menu that is fixed like the image I posted so the first root menu item is located in the first position, the second root menu item is located in the second position, etc.. making a total of nine menu items exactly as the image shows. I seemed to remeber that i we could define separate menus like solpartmenu:1 solpartmenu:2 etc however this is for duplicating  the root or setting at submenu levels, I wanted to use a token to locate each menu item. Not sure if this is even possible but wanted to throw it out here to get some input.

Any Ideas?

How do you set the start ID? Is there a new skinning guide that defines this, because the guide on this site is from DNN 3.x and still references the solpartmenu.
