 I have been asked to modify a site in DNN that was made by someone else.  I only have Admin priveledges.  Is it possible to change the css of the skin that is in use via Admin without actually uploading a skin?

There is an style sheet section in the admin settings.

 Got it.  Thanks, Peter.

Two other super-basic questions:

first, looks like the site was layed out with tables.  How do I edit the html of those tables in admin?

second, there is no logout button and I want to log out to view the site in my browser without being logged in.  What can I enter in the URL to log out? :)

You get the html skin file from your server, change the html upload it again, and then you should reparse the skin (admin->skins). You may have insufficient rights to tdo that, so you should contact the host user. Second option: go to the skins folder with FTP, get the skin file .ascx change it and upload it again (no need to reparse the skin).
