I'm using 4.9.3 with VS2005.
The application works perfectly on my local machine but when i upload the site to my hosting server I get this error "Value cannot be null. Parameter name: format" every time i try to access any of the admin optioins. Everything else on the site works perfectly fine on the web server even a custom module that I added.

Has anyone else seen this on the latest version of DNN?

Ok, after hours of debugging and comparing filies on my machine with the ones on the server I found that the app_global resources folder was different (Even though I used the files on my server). I replaced all of the the files in the app_global resources from the install package and it solved the problem. It seems like the value cannot be null error is really general and can be caused by many different things so good luck.
