I have some questions regarding this file.

What is it for?

I have noticed many people with problems regarding the file missing at instalation, what causes this?

Why am I able to install the starter kit fine, yet when I try the IIS install (not source) package method I get files missing?

I had resolved this ages ago, (I downloaded a copy of the  DotNetNuke_template.mdf file put it in the providers/blah directory moved the SiteUrls.config file lalala) but now this doesn't work, despite creating the database as described in the manual and adding db_owner permissions to network service, and setting the NTFS permissions, I just keep going around in circles again.

I know there are a lot of people having the same issues, I notice that people point to the connection string a lot.... the last time I had it working I didn't modify the web.config except to name it web.config in the first place, I assume this is correct becuase SQL Express with integrated security is the default no? Also kept the database name as Database.mdf so I am pretty sure I can rule out the web.config file all together.
