In Host Settings > Advanced Settings make sure, Scheduler mode is set to "request mode".

strange. Please note, that there is a delay of up to 30 minutes by default.

Problem solved by creating a separate module that counts anonymous users and creating a schedule that cleans users if they haven't used the website for more than 5 minutes.
