everything appears to be the same... I tried removing the module entirely and then re-adding it to the Portal... the View portion works fine, but the Settings still do not.  My local installation of 4.9.3 exhibits the same non-functional behaviour as the server.  Only the 4.9.2 installation works - both locally and on the server.

Is there any particular setting you think I could be searching for?

Do you think it's in the main module registration or in the actually "Settings" setup?

thank you again... I really really appreciate the ideas.

I will keep checking the module registration

holy crap, I got it!

Thank you SO much...

I'm really not completely positive what I did wrong or right, but when I recreated everything from scratch this time, it seemed to work.

*so* glad I don't have to "downgrade."

Again, I really appreciate your time.  Thank you very much.
