I am figuring to write a trigger for this but thought I'd check to see if there were another way first.

Say we have RoleLevel1 and RoleLevel2. Folks get autoassigned to RoleLevel1 upon initial registration and see info at that point about how to upgrade to RoleLevel2. Once they have been assigned RoleLevel2, I want to be sure that they are no longer members of RoleLevel1.

I don't want to have to make someone go in and look at this stuff and manage it manually. Is a database trigger the way to go?

there is no role hierarchy, therefore there is no such automatism. you may write an appropriate database trigger instead.
