When looking for LastName in User Accounts page, I can't find some Users.

in an our PA module we create users programmatically,
I notice that those users in db have a wrong field: in ProfilePropertyDefinition table PortalID is Null instead of 1, 2, 3....

But the code we use for creating users programmatically should be correct (you can see below)

Anybody experienced these problem?

ps: I'm using dnn 4.8.3
