Maybe I can rephrase my request here a bit for a few more responses.

I've seen some of the workflow/content management modules and am working on getting a demo version of Engage:Publish.  Hard to shell out around $300 without being able to use it first.

I can handle changes to modules via the import/export options that are built in.  The user can add announcements on a dummy page and the approver can export them and then import into the live page.  It's clunky, but it works just fine.  The thing I haven't seen is a page management module.  What if we are adding modules, moving modules, etc.  I know you can put dates on when modules go live, but the idea is to have things get approved.  if I'm the one putting the module I can put the date to today, or leave it blank, and it goes live when it's added to the page.  The 'Policy" can be to have people enter a date a month down the road or something, but if they aren't forced to do it they will forget to do it.

Has anyone used a module to do something like this?  Sort of like a page versioning module where users can make changes to a new version which won't be made public until it's approved.

AFAIR Effority.net had a Module management module, allowing you to manage all module settings from one place. you might want to contact them.
