Need a little help.

Looking for a module/modules that will allow all registered users to post comments.

All other users can then vote for their favourite comments to decide a weekly winner.

Need several categories for the comments so those on similar topics can be easily group together and viewed. 

Results need to show a break down by category, with a winning comment in each category, and an overall tally for each week showing the overall winners.

These results then need to be displayed in an alternate tab or module which accumulates the results on a week by week basis.

Results also need to be forwarded by email to a list of email addressed.

Does anyone know of any modules which I could use to achieve this?
