I fixed the issue the old fashioned way.  I reinstalled DotNetNuke 5.1 from scratch and I restored the working database with the clean install database.  I know this solution probably won't work for everyone else, (I'm using it as a dev site) but what I did notice was that the records in the ModuleControls table were incorrect.  Since in dnn 5.1 they moved the default modules to /DesktopModules/Admin, I manually changed a lot of these values to fix the errors issue by issue.  For example: Admin/Skins/EditSkins.ascx -> DesktopModules/Admin/Skins/EditSkins.ascx. 

Maybe a better approach would be to merge the existing Module tables with the data in clean install tables?  Maybe this is already include in the sql install files somwhere as well.  I hope this helps.

modification of module paths is part of the upgrade procedure, it looks like this hasn't run properly, maybe due to a previous beta use.

 I too have encountered this problem, and chose to roll back until I can figure out the best solution. I did try to manually extract the upgrade files over the Install directory, but that didn't solve the problem. Should I consider manually upgrading the module paths and if so, how would I go about doing that?
