I defined a URL field in a form and in it's container module settings, granted INSERT-access (Create Record/ Submit form) to the role All-Users.

All Users (Unregisterd users) can see the form (also the link Add New Record) and are abale to insert a new record, but in insert-mode, the URL-entry control is hidden (not displayed at all). This is occurred again even when I granted all capabilities to this role. How can resolve this problem? Thanks.

You can't resolve it. The url control was locked for unregistered issues one year ago, see Security Bulletin no.17 for more information.
