I seem to be having a similar problem but the error message is a bit different for mine. I upgraded a DNN install on a Wild West VPS install. SIte comes up fine but I get this error in modules:

Error: Module Definitions is currently unavailable.

I'm having the same exact problem. I checked the permissions and they appear to be fine.  Any ideas on how to fix this?

Did you figure out what the cause of your issue was/is?  If so, please post  a fix.  I'm having the same problem.
