I ended up rolling back and then did a two step upgrade. I upgraded from 4.9 to 5.00 then to 5.1.2 and the issue seemed to have gone away. I checked the site and most everything seemed to work well. But now after a rollback is too late I am starting to see some hard errors in my admin functionality like editing roles and also the Admin / Host icons don't display. I already have two threads on this and I am getting no response. This is a big client and I would really like to be able to offer some solutions.

Upgraded  4.9.0 to 5.1.2 and enjoy the same error.  None of my modules except HTML appear in the list in edit mode either.
