in the webconfig there was a line like

<

globalization culture="fr-BE" uiCulture="fr" fileEncoding="utf-8" requestEncoding="iso-8859-1" responseEncoding="utf-8" />

it should have been

<

globalization culture="fr-BE" uiCulture="fr" fileEncoding="utf-8" requestEncoding="utf-8" responseEncoding="utf-8" />

But it is 'strange' that when you enter a Page Title and Page Name, this encoding interfere, because i'ts something from DotNetNuke and hasn't any reference with languages?

AFAIK there is no need to modify the globalization settings any longer, culture is now set via core languages. But encoding still may apply.
