Could you not make use of custom DNN perms? I use this in my events module so users can edit events but not admin anything.

sorry, of course modules can implement custom permissions. However, folder, page and general module permissions (delete a module etc) are controlled by the core. DNN 5.1.0 includes a first implementation of permission provider allowing for more granular general folder/page/module permissions.

So there will be a shift in the core between the PE and CE version...

no, DNN PE and CE will continue to use the same code base for the framework, but PE will contain additional providers, modules, skins and other extensions out of the box, while you need to install it for CE from 3rd party developers/vendors separately.
