I am trying to migrate from a 2000 server to a 2003 both with .Net 1.1.
My hosting company provided me with a temp account and ip address for the new site so that I can test the migration without having to change the domain pointers(DNS).   The database is hosted on a different server.  I copied all the files to the new location. When I browse the the new site I get the error Server Application Unavailable.  The host copied the same user rights to the new folder.  Is there something that I am missing? Are the user rights different from a 2000 to a 2003 server?

I am not sure but I think the account NetworkService was introduced in Windows Server 2003 Try to grant access to that account.
