I am running v5.1.0. The minimum page quota I can give a new portal is 20 before it gives an error "Adding this page will exceed the Page Quota for this site..." when I add a new page.

Why 20? The admin pages plus the home page total 18 pages.

Also did the page quota calculation change? I think in prior versions if I wanted to limit a portal, for example, to one more page, the page quota was set to 3 (admin + home + new). I am not sure because I rarely use this feature.

did you include hidden SearchResults page into your count?

AFAIK the change is caused by admin pages now being ordinal pages with special permissions. I agree that existing quotas should be adjusted during upgrades, please log this into the public issue tracker at support.dotnetnuke.com. Thank you.

So the count descrepency is accounted by hidden pages. What is the issue you want to be logged? Admin pages should not be counted in the page quota count?

At least when admin pages are deleted, it doesn't affect the page quota, otherwise it would have been a serious bug where users can circumvent the page count limit by deleting admin pages which they do not need.

we considered this before and decided not to exclude "admin" pages from the pagecount. This is because admin pages are no longer "special", they're just normal pages. Also, it would be easy for users to add a page under the "admin" menu and then move it to its real menu, effectively ignoring the limit. Hidden pages are also standard pages, just because they're not in a menu doesn't make them different as they can still be navigated to.

Note: We also do not typically update values when doing an upgrade as its not very polite - we do change defaults, but that's for new installs.
