In a new install of DNN 4.0 (needed for the skin client chose) I need to change the default public registration to a private registration. So, when someone registers, an email gets sent to an administrator that “grants” them access. How would I best change this behavior on the registration page “Preferred User Information?”

You can set up private registration in Admin/site settings/advanced settings which does exactly what you describe.
