Server collation *should* not matter, but AFAIK there are a few minor glitches, providing installation, if collation is case sensitive.

Database collation has to be LATIN_CI_AS or similar.

I will try to change the database collation.

But if I try to install from scratch a dnn5.1, I have no error. If I remember, it's the same scripts which are executed.
