Is there any way to delete a user completely (from the users table)?

Prior to 5.1.x you can delete via user management.  In the 5.1.x series and later a soft-delete will occur.

Deleting a user is not just as simple as deleting from the users table, you need to at least be concerned with the following tables.

Users
UserRoles
UserPortals
UserProfile
aspnet_membership
aspnet_users

I think there might be a few more as well.  I STRONGLY recommend against database manipulation.

I know about these tables too.

But why not enable pragmatically hard-delete?
