I think it's unique to your installation, I have not seen this before..
No idea what te cause might be..

For anyone interested I still haven't had any luck resolving this issue.

I have tried everything I can think of including most recently a completely new installation of DNN5.1.1 using SQL Server Express and although the problem doesn't seem to occur with every single page load it is definitely still there.

Did you use fiddler to determine what's not loading?

I've just managed to get time to get back to this.

Yes I tried Fiddler, but to be honest it's not something I have ever used before and I had trouble deciphering what it was actually telling me.

Ypou could also try the NET tab of firebug in Firefox.

That will show you the same, but easier to understand IMO
