why oh why do i get this error when trying to run the install on my web server?

Access to the path 'C:\inetpub\wwwroot\\DotNetNuke.config' is denied

i have the file and folders all with permissions set to "full control" for ASPNET and NETWORK SERVICE

for some reason......everything began to work when i set full control permission to the IUSER account. why is that? all the articles i've read say you need full control access to ASPNET and NETWORK SERVICE......none mention the IUSER account????

my installation completed successfully but when i launch it i get "access denied" to a file called "compression.config" in the root. why?????

and it won't let me set or change the permissions on this file.

(it's always something)
