 IIS_IUSRS is the account of anonymous users, granting excessive permissions to them might open security risks.

It turns out that in  my application pool settings within IIS, the "identity" of the account has been set to ApplicationPoolIdentity rather than NetworkService.The "identity" of the account is the one that needs to be granted full permissions.  As long as that name matches, you are fine.  NETWORK SERVICE supposed to be  the default one ,but this is not the case in my machine.

This also changes in IIS 7.5 with Windows 7 and Server 2008 R2, the default is the app pool identity.

It's nice that they came up with the new "app pool identity", but what I do is :

1) Open up IIS

2) Click on Applications Pools

3) Right-Click on each Application Pool and select "Set Application Pool Defaults..."

4) And then set the Identity for each to NETWORK SERVICE

Everything works fine :)
