I have reproduced your issue and logged as a issue in the GEMINI with the Issue No. 10612.  At time I can only suggest as a solution delete the artifacts of the deleted user over the SQL Management Studio.

Thanks! BTW, It took a while, but I think I got it. I deleted rows from the following tables. asp_Membership asp_Users UserPortals UserProfile Users

This user record  "soft-delete" was (partially) implemented by design in DNN 5.1.0 and has brought about much discussion in the forums as to its impact on some existing modules and the still to be implemented settings/tools to either disable the soft-delete of users or provide for a way to hard-delete users.

It has been discussed in several forum posts and appears as issue DNN-10482 in Gemini.
