I have installed DNN several time on Go Daddy.  Each time, I complete the install and configure my website the way that I like it to be.  Then for some reason, my system.web.extensions.dll files gets deleted from the bin directory.  I mean it just goes missing.  Am I missing somehting here?

So, I go ahead an upload a fresh version of the file to the bin directory and nothing seems to work the same.  For example, I am not able to log into the portal as an administrator anymore.  All of my Admin and host passwords do not work any longer.  I am however able to register as a new customer.  But no admin/host capabilities.

Any help here would be greatly appreciated.

I would contact your provider to validate WHY they removed the file.  When re-uploading it be sure that you are putting the same version back.  You might also want to force an application recycle, just to be 100% sure that everything has updated.  (Granted it should recycle automatically due to the bin change)
