I am troubleshooting an issue with a module by installing DNN 5.1.1 on Server 2003/IIS 6 (rather than Server 2008/IIS 7).  The install on my new 2003 server went fine, but now I go to install the module in question and well, I have no Install Module option at the bottom of my Module Defintion page.  I am logged in as Host.  Permissions appear correct.

Also I noticed that I have no options to install or create extensions at the bottom of the Host > Extensions page.

I'm new to DNN but I know I'm in the right place in the portal because I can compare to my install on the 2008 server.  I've installed lots of modules there.

Must be a permissions issue right?  But where to look...

Can anyone point me in the right direction?

From my dashboard:
Microsoft Windows NT 5.2.3790 Service Pack 2
Web Server Version: Microsoft-IIS/6.0
.NET Framework Version: 2.0.50727.3053
ASP.NET Identity: NT AUTHORITY\NETWORK SERVICE
