I am trying to use reports/query module to get udt records, for the image datatype, the value is "FileID=XXX",  and the file location is Portal/0/XXXX.jpg...

how to get the url?

1, by hidden columns?

2.is it stored in other tables? such as FIleManager or downloads?

to get the file url within FnL or UDT module, use hidden column imagecolname_udt_URL (replace imagecolname with the name of the image column).

FileID is retrieved from files table.

The upcoming FnL/UDT Datasource for Reports (currently in tracker) supports also download/url/image columns
