Sorry if it's not the right place to ask this question, but I want ot know does DNN 5.1.X CE pass w3c validation services?

yes, the default site validates for xhtml transitional. Whether or not it continues depends on the module usage and content - downloads.dotnetnuke.com lists the core modules and whether they're xhtm complaint -some such as blogs are not currently but will be soon
