This BUG also will appear if you UPGRADE from DNN 4.x.  The problem is with the tables LANGUAGES and PORTALLANGUAGES.

If you look at the SQL script in \providers\dataproviders\sqldataprovider\05.00.00.SqlDataProvider you will see the script to create the tables but you will see that no rows are inserted into either.  This then triggers an error in the table PORTALS because the field DefaultLanguage cannot be NULL.
