 I have tried reinstalling the .NET 3.5 SP 1 and am still having the issue whenever I use a subdirectory or virtual path rather than installing to the root of the Web application. In fact, if I move a working copy from the root to a subdirectory, it stops working, and then it starts working when I move it back again.

I have also tried reporting this to the bug tracking system, but can't figure out how to log in/sign up for that, so it remains unreported outside of this thread.

I have this issue as well.  I have DNN installed to c:\inetpub\wwwroot\portal.   I cannot create a new child portal of the admin site because the form simply will not display correctly.  This renders the latest version of DNN unusable.

The same by me. I run two installations on two different servers, see config below. On both Installations are two languages, the default and German-Swiss (DE-ch). On Server 1 it doesn't matter which language I choose, the labels on Admin --> Site settings are not complete (Page {0} of {1} instead of the real label and so on). On Server 2, the labels are only correct by choosing the language DE-ch. If I change to default (EN-us) the labels are also missing.

If you've got a solution for this behaviour, I'm interested.

Hello

I've found another thread which adresses the same error including a solution!

DNN is looking at the wrong path for the resource file.

The location of the Resource File is:
[site root]\DesktopModules\Admin\Portals\App_LocalResources\SiteSettings.ascx.resx

The location where DNN is looking for the file:
[site root]\desktopmodules\admins\app_localresources\sitesettings.ascx.resx

Create these folders and put a copy of sitesettings.ascx.resx to this path. Then it works.

I'm not able to report this in the bug tracking system. If the moderator can do that, I think this would be good. I can't see any connection to the .Net Framework, I would say, it's a bug in DNN.
