You were right it is split on semi-colons and not commas.  It's been awhile since I looked at this part of the code.  :)

For those interested I took the latest Gallery release and patched it so that correctly looks up the roles by rolename instead of by roleid like it was doing.  While JKing didn't post his code, I believe that i probably coded something similar to what he was talking about.

Also, I added the role "All Users" into a selectable role so that even when people aren't logged in you can still give them access to download your pictures.
