We had this problem since upgrading to this site from 4.9.5 to 5.1.2  The site is not running any module for compression or re-writing.  The instance of the portal is served on port 80.

The login and register links fails to fire!,  so to does the menu bar, which fails to render <totally blank>not the Home and any other public page..    We can 'get' to the login using  ..../ctl/Login/language/en-US/Default.aspx workaround

We  want to use the MinimalExtropy skin. So we'd like to find the fix.  We believe the failure occurred during the upgrade.  We've re-traced the upload scripts with locating anything obvious.

Suggestion are appreicated
