Threw me for a loop for sure. Like said, tried wiping and re-installing 4 times and things worked fine until I went in to the Admin > Site Settings menu. Changing anything like logo, copyright text, skin, etc. then clicking "update" caused the error I mentioned above to be thrown.

On the 5th clean install, I checked the language drop-down box in Admin > Site Settings > Advanced and it was blank. Makes sense then that the DB wouldn't accept a "NULL" value since there wasn't a value there. Not sure if the value wasn't written to the DB during install or what, but it does, at least for me (5 times) not write a default language value to the DB. I clicked "cancel" after seeing that. Next, I went in to the Admin > Languages tab and set the language there before doing anything else and no problems after that.

this is a known issue, which will be fixed in upcoming DNN 5.1.3

Found a work-around by going in to Admin > Languages and editing the Language to English (United States)

THANKS!  I upgraded from 4.9 and I had the same issue.  It was driving me nuts.  Thanks again.

I have had some of these issues but fixed them. Now I have a 5.1.2 upgrade and the only language is Deutsch. In the Admin > Language Editor there doesn't seem to be a way to change anything. There are several child portals on this instance. The Home Portal shows Deutsch as default and only language option, but the site shows English. This child portal shows Deutsch as the language and had Deutsch on the site.

Any ideas? I really hope 5.1.3 comes out soon to resolve some of these issues. I guess I should have investigated a little more before moving forward with DNN 5 upgrades. They are costing me a lot of time and $$.

I had the same error.   I have a number of portals that I cannot update because of this error.  Is there a workaround for this that can be applied before 5.1.3?
