Same problem for me related to SolPartActions and I agree with you it is definitely specifically related to SolPartActions as thats whats bombing. All of the info on other posts on the "fix" really does not take care of this one as you were mentioning. Really disturbing as just went to 5.1.2 and really dont want to go backwards to 4.9.x just to have a blog module that works with the container ascx's. I would hope there would be some type of workaround that actually works in all cases as adding the wrong menu provider into a container skin ascx is just not a good idea.
