I code Category Module that have ViewArticle.ascx and ViewArticleDetail.ascx. I set one HTML Module to display in all pages but when i click link to go to ViewArticleDetail.ascx. This page didn't have that HTML module. Can i make it to display here ?

The issue will be with the navigateUrl function when you create a link using this to link to another part of the module it creates a module focused view.You will notice that when you are on any "edit" section of a module it hides all other modules on the page. This behaviour is by design.
There are a number of options for how to navigate in a manner in which the rest of the page visible remains the same. Michael Washington does a Stirling job (far better than I could) of explaining a number of options available here http://dotnetnuke.adefwebserver.com/DotNetNuke/tabid/195/Default.aspx
