I am getting the following Error "A generic error occurred in GDI+" when i try

to resize the image uploaded to smaller size and save it to the portal folder of the DNN4.9.0 project .

This is a common GDI+ error that unfortunately have many causes. Most often (and I suspect in your case) is that once you load a bitmap image from a file, a lock is placed upon that file until the image object is disposed. This means that you cannot load an image, manipulate it (such as for resizing) then save it back to the same folder/filename. It is necessary to load the image object from a file, copy/draw it to a new image object, dispose of the first image object (thus releasing the file lock), and finally save it to the original file. Another approach is to save the manipulated object to a temporary file, dispose of the image object, then either copy or rename the temporary file back to the original name.

A similar problem that results in the same error is when trying to save a PNG image object to a file (even if a different filename). With PNGs it is necessary to create an intermediate memory stream from the image object then save that intermediate memory stream to the file.
