 The template was created just minutes before I attempted to use in on a new portal so there should be no issues with versioning. There are however templates of the same site from older versions of DNN in my list of templates. The tempate names are different but their content is the same. Is that an issue?

I would really appreciate if anyone could offer some more insight on how to fix this problem.

the problem lies in the fact, that default permissions are created during import before stored module permissions are tried to add. you may edit the template file using an XML or text editor and remove all module permissions. I will check with DNN 5.2.0 beta, if the error still exists. Thanks for your patience.
