It seems some users wanted the pane borders not to show and that's why they have been removed.

IMO a "show panes" checkbox would have been better.

I agree, give me a way to pick a preference but don't force me to constantly change my state while editing.

 IMHO, pane borders should be visible in edit mode as well, but only when needed - i.e. while adding or moving a module. Would this fit your requirements as well?

That would fit perfectly. You really need to see the layout and where existing modules are when you are moving or adding new ones. Right now you end up sticking the module in the "ContentPane" only to learn you should have put it in the "TopPane" or "BottomPane" etc. It is really essential to see the page layout without additional "clicks"
