I need to create a database that lists the users' activities

something like:

username1 activityA dateX
username2 activityB dateY

Where the person that inserts records into the database chooses "username" from a list  of available users in the dotnetnuke database and the public user can search for activity and get back a list of users related to that activity

What is the best module to implement this?

I think you could do this with forms and Lists.  XMod would definitely let you develop this.
