I read this article by Joe Brinkman. http://blog.theaccidentalgeek.com/post/2009/11/30/DotNetNuke-moves-to-an-Open-Repository.aspx. I still don't understand what he's trying to say for the average user. Long story short, does this mean change sets will be available for download on an ongoing basis at CodePlex?

Yes, we'll have access to the sourcecode way before the release which will hopefully cut down on some bugs...
