I found this thread that showed me how to modify the privacy policy: http://www.dotnetnuke.com/Community/Forums/tabid/795/forumid/108/threadid/343303/scope/posts/Default.aspx

But instead of modifying it for every portal, is there an easy way to override it at the portal level? maybe creating a new resource file with overrides or an alternate tab/page to display instead of the default page?

following my advise in the other thread does affect current portal only. If you want to modify a value for all portals, you need to use Host mode (DNN 4: use Languages in Host menu), Both ways, modifications will be preserved on upgrades.
