I haven't run any profiling but there isn't much load on either the server or database.  Activity increases but the CPU never hits 100%.  Is there a specific way you would like me to test this?

Edit: Most I saw either CPU hit was 45%.  Page faults and I/O don't seem extreme either.

I am experiencing slowness with the Users. In fact I time out if the setting is over 10 users. There is definitely something wrong going from 4.9 to 5.2. How can we get to the bottom of this?

There is no bottle neck. I have watched the webserver and the sql server and tuned the sql server while hitting the users area many times.

After observing the DB a bit longer I see the biggest shift in disk performance. 

Under normal use, the LDF file is writing around 15Kb / min. 

When I move a page up one spot, the MDF files (db and tempdb) kick in with LDF to a combine write of 250Mb / min  Spiking near 9Mb / sec. 

The DB total size is LDF: 92MB,  MDF: 260MB.

For the record, I'm not seeing any time out or speed issues on my Users tab and this is with over 230 users.  All my tests so far show the issue for me is related to Tab administration. I'm guessing specifically tab order operations.
