If I have an existing DNN instance, and I want a different domain name to resolve to a new parent portal...

Do I simply create the partent portal with the corresponding http alias, then create a new binding in IIS 7 for the domain name, and point DNS to the server?

Wait though, you shouldn't need to do anything in IIS, since IIS doesn't care about the domain name.  Point the new domian to the same IP as the first site and then the portal alias takes care of everything.
