FYI. I am having the same problem after upgrading to 5.2.3. I just posted over at the thread mentioned above. http://web3.dotnetnuke.com/Community/Forums/tabid/795/forumid/107/postid/344670/scope/posts/Default.aspx Other fixes described here didn't work for me. The login still logs people in, they just see the error. Darn it. I really need to release 5.x soon but I am not sure that this would be a confidence booster for users if I release this way.

6/28/2011 - Running DNN 5.6.2 here.  My occurrence of this error was caused by installing adefHelpDesk module yesterday.
To recover, I renamed the current web.config to a web-config with a date on it, and went back to the most recent backup of the web.config file.
Now I can log in and remove the adefHelpDesk module.

Also, one of the 4 websites in the SQL Server database also had a separate Login Page set.  Logging in as Host > Portals > and changing the login back to <none selected> fixed that problem as well.
Maybe the two problems interacted?  In any event, don't need the HelpDesk module here.

If installing any of the Core modules, you don't really need to make backups beforehand... but if installing 3rd party modules, make a backup of the files directory and the SQL DB first.
