the inability to exclude administrators from roles is by design.

So there is probably no work around to do what I want within the portal.

In my instance, I will just use the _default folder I guess and index the files there since we don't need to be able to select them from the portal's file manager or file browser.  I could see where having the ability to hide a folder would be useful though.

is there any way to make so users can upload and attach files and images but no see other people's files and images? i.e segregated user folders, or just no access to existing files but just an upload and insert interface?

no, this feature is not included. FCKEditor provider uses DNN URLControl, which doesn't support this feature.
