I resolved the problem.  I had to create a wrapper <div> and set:

#wrapper {

position:absolute;

top:0;

}

Never mind, I am back to square one.  Setting position: absolute;  hides the control panel behind the wrapper once logged in as admin.  If I remove the position:absolute; statement, the top margin comes back in Opera.

Thanks for that it works just fine.
 I've added  in Default.aspx
<div id="wrapper" style="position:absolute; top:0; width:100%"> and it's container for
<dnn:Form id="Form" .../>
spacing in Opera isn't visible any more.
