 Does the professional version allow for roles that can add modules, but for only specific pages?

The community edition allows me to add a role with edit permissions, but such a user can only modify modules that are already on that page. I want to have a role that allows adding modules, but not to all pages, as would be the case with the admin role.

 granular permissions, as being provided by the PE Permission Provider or Advanced Permissions Provider by Oliver Hine (See codeplex.com) allow to specify per page, who is able to add modules, move or edit module settings, and some more (export, import, add child pages,...).
